Committee (CMSC) Charter Adopted July 2003

  • 1. The Colin Mills Scholarship Committee (CMSC) membership will consist of:
    • A Library Manager elected at the first Public Libraries NSW - Country Zone meeting after the Annual General Meeting, to represent each Public Libraries NSW - Country Zone
    • The Public Libraries NSW – Country Chair or their representative;
    • A State Library of NSW representative; and
    • Two Public Libraries NSW - Metropolitan representatives consisting of the MPLA President or their representative and an Public Libraries NSW - Metropolitan member.
  • 2. The Quorum for each CMSC Meeting shall be five (5) members.
  • 3. The CMSC will be elected for a period of two (2) years and members may stand for re-election.
  • 4. CMSC Members shall declare any interest pertaining to CMS applications received from their own library staff and have it recorded in the CMSC meeting minutes.
  • 5. In order to maintain membership of the CMSC:
    • Members must attend at least two (2) meetings out of four (4) per term; and
    • Members or their organisations must be financial members of the Public Libraries NSW - Country/Public Libraries NSW – Metropolitan.
  • 6. If CMSC Membership criteria 5. i) and/or 5. ii) are not met their Zone will be contacted and asked to conduct further election of a Library Manager representative.
  • 7. The CMSC has the right to ask applicants to review and re-present applications that have sufficient merit but don’t meet all Colin Mills Scholarship (CMS) criteria in their original form. Applicants will be advised which criteria have not been met.
  • 8. The CMSC reserves the right to not award the CMS in a given year if applications don’t meet CMS criteria.
  • 9. The CMSC may only extend the closing date for applications (up to a period of 4 weeks) after consultation and approval from the Public Libraries NSW - Country Chair.
  • 10. No committee member may apply for a scholarship during their term on the Committee.
